T20 subscription

A call came on my mobile number 9789789364. When I answered there was no reply. So I disconnected. Immediately an sms came informing that I have subscribed to T20 and Rs.10 debited from my account. I called 198. they said they would unsubscribe but not credit back the amount. this is outright cheating. What should I do now?
