Charging Rupee for a day

Airtel Govt. Card, Govt. is charging a Rupee as a rental for the day, which was not there at beginning. Why are they charging now??? Even full talktime offers like, 205, 275, 375. are not available for Govt. Card. Why is so??...when you sell your card with one scheme and then you make changes in it as per your convinience???...You offered Govt employee your services with low rates just to get new customer that too in a lot??...and now you doing this. Need Explanation.
