Fraud call

I missed a call from - 00923237551409 - I called back on the number, thinking I missed some important call. A man on the other side said that i have won a lottery worth INR 25 lacs... claiming this call was made from Bandra office in Mumbai. There must be number of spams going aroud like this. Why does Airtel not take any proper action against this?
