Charging unnecessary phone bill

I have got a landline phone number 0120-4320296 from airtel. even though it is dead and not working from two months the company has raised a bill against it. even after lodging the complaint several times we got no response from their side however they handed over the bill of Rs.2500 (approx.) for the two months.
