Improper service and denail of service

My mobile number is 9840942396.

I had been given an offer by airtel when i sent an sms to 1909 for MNP and the referrence number for that is CMBNR30103640693.I called up airtel several times and the executives always kept me in hold and then hung up the calls. Last time i called them today i.e.06/01 and i call was transferred to senior authority. The official person told me that they don't have such records for my number. I told them the number also from which i got calls several times for the offer.

What is this service?

I have wasted a lot of time also fighting for the same.who is gonna pay for it?
