Blocked ny Cell No. and now assigned to some oneelse

I had Airtel service on my cell, which I had used almost 9 years, on October 12 they have blocked my no. without any notification, now when I check dialing same no. today 5th Feb. It has been assigned to some one else..!
When I asked, before they assigned to some one, airtel said it is permanently blocked.
