Not allowing change over to other company with same numbe

We have submitted papers to Docomo twice to get my number 9816022122 transferred from airtel to Tata Docomo. Airtel tried to give me incentives to stop me from shifting over but when I refused they have not allowed the switch over. It is true gundaism and complete blatant non compliance of TRAIS directive.
