Number Portability issue

I have requested to number portability for 3 number on 19th June on same day I have cleared my bill.
After some day on 29th June out of 3 number 2 number get ported to requested service provider, 1 was not.
Then I called to customer care, they said, it will get ported by 5 July Again I called on 4th July to customer care, they said, beacsue you are using that number and your outstanding bill is 300, so they have closed my request, without informing me and it will not get ported.
Now you need to pay the outstanding bill then request again.
My bill date in 8 of every month, so even my bill is also not yet generated
