Promotional missed call

I think they have developed a new strategy to cut the money from customers pocket. I had missed call from air tel whose number is like any other local number, obviously I think that it may be a call from my friend or relatives so I called on this number... they directly activate the service of hello tune without asking for me and cut the money from my account. And this thing happens for two times in last three months. When I called the customer care he said that we cannot refund..it's your fault because you callback...
