Disconnection of phone

I am having this no 4254400 since 1997 and none of these years i am a defauter in paying the regular monthly bills. the bill for november for rs 341 was paid by me on 1.12.2009.through cheque of bank of india no

recently they have hold my outgoing calls stating that i have not cleared their phone bills were as i have registered my complaint in this manner on 31.12.2009 and they have mentioned to retify by 4.01.2010. today the person from airtel came and said that they have forgot to send the cheque to the bank and should pay the bill for december along with nov without any surcharge, which i paid, on contacting the said dept came to know that if surharge/penalty for bounce cheque be paid then only they are going to re start the outgoing calls? why i have to suffer of the fault which they (airtel) people had occured?
