Airtel STD blocked even though the outstandings are cleared

I m using airtel in Gujarat circle mobile with cug connection (mobile no 9724334502) with this

a/c no.111-101077786. my std facility has been activating for from the starting of my connection with airtel. now i m in roaming . it was automatically been deactivated.i hv complained there for three times. but no action has been taken. now i cant call anywhere. I have registered the complaint several times to the customer care but they havent taken any action yet. The registered complaint no is F609284900.

Pls look in to them.
