I want to know weather the Prepaid and Postpaid connection from a same operator are to be treated as from different Network as per TRAI regulation?

I want to clarify this as I wanted to port out from AIRTEL network on which I was a postpaid customer since 2005. When I applied for MNP it simply rejected the case because there is some unpaid dues (though there is a deposit amount of some 500 times of my unpaid amount) This case happened 2 times because whenever I apply for MNP it takes 2 days minimum to process and I had to pay the bills on the application date. So I converted to prepaid. This time it rejects my application showing the cause that I am not on there network for 90 days.

I am not finding the point in TRAI publication where it has been written that the postpaid and prepaid from same company are of 2 different network
