Cheating in the name of "Unbilled amount"

I recently changed my Airtel connection from prepaid to postpaid. In my plan I have 5000 SMS free and I am using GPRS 2GB @Rs.98. Till now I would have sent around 1500 SMS and I use facebook everyday in my mobile. In the unbilled amount they charge Rs.1 for every SMS and 30p/50Kb. My unbilled amount is now Rs.2200, still 6 days more to prepare the bill. I got a SMS telling "you to pay Rs.1500 now since your credit limit is Rs.1200". Then I spoke to customer care and the person told not to worry and he would revert it back. But today I got a SMS telling that the outgoing is barred.

Even after taking to the customer care executives and their manager, they told that this is their policy and I should have increased your credit limit. And I had no choice but to pay Rs.1500.

My question is if I use all the 5000 SMS (which are free as per the plan) and 2GB for internet (which is free as per 98 plan), the unbilled amount will be more than Rs.17, 582 (5000 12, 582) but the actual billing would be Rs.349 as per plan. Even if I increase my credit limit to say Rs.10, 000 in this case, these Airtel guys would then say that you have exceeded your credit limit and you need to pay Rs.10, 000 immediately to unbar your connection. What is TRAI doing or is it unaware of this?? Stern action should be taken for service providers who cheat cheat their customers like this in the name of "policy".
