MY OUTGOING CALLS WERE STOPPED

I had taken a mobile Nop. of airtel after submitting all documents, but I received a sms stating that documents are not submitted so my outgoing calls have been stopped. I resubmitted all documents but still my outgoing calls were not activated I amm trying to call 121 ato register my complaint but I am getting only an advertisement for GPRS in the recorded service they have provided and they are not registering a complaint kindly tell me which forums I can approach for reredressal
