Issue a new sim

DEAR SIR,

i m gurpreet singh from bhopal, and the problem is that want to issue a new upgraded sim care instead of old... but the executives n the nodel officer not helping me they said u have 2 submit the sim owner documents n that i dont have bcoz they r not living there n i also want 2 change my identity proof with the old documents plz tell what should i do???
