Activation f sim

I recieved my duplicate sim, after, I lost my sim. The service provider told me that it would be activated within 4 hrs. But even after 24 hrs, it is not activated. On calling to customcare, they are saying that no request for activation has been sent. Tell me now, Whom to complaint!
