Outgoing Calls and SMS's blocked for no valid reason

My number is 9970569463.

2 days ago, my outgoing calls were blocked and I was getting a message saying my documents were not in order. This was fixed on its won after a day.

Today, October 28th, my outgoing calls are being rejected for seemingly no reason.

I do not know that the issue is - I cant even call 121 - my call is rejected there as well!!!
