Un wanted calls and SMS

I have applied in 121 to stop the promo calls and SMS in Mid November and they have replied that it will take 45 days for process. Till date i am gettiing promo calls and SMS at even mid nigjht also. Day before yesterday i have recd, a call but due to urgent missing i have not attended the call and after meeting when i have replied a recorded message was there and when i have disconnected they have set one ring tone and deducted 25 rs. from my account.
