Not reactivating despite submission of documents

I have been using Airtel prepaid mobile connectivity for the past many months. In September the outgoing and incoming calls services were barred and I was asked to resubmit identity and address proof and I submitted the application along with photograph and copy of the driving license in October, at Airtel Customer service outlet at Jayanagar. Despite that, the connectivity was NOT restored.
On enquiry at the Airtel outlet I was asked to resubmit the documents as I could not produced the details of the acknowledgement issued by them for having submitted the document earlier.
I submitted the documents again on 12th November at the Airtel Customer care out let at Kammanahalli (Touch N Talk Com) and I was told that the connectivity would be restored in 3 working days.
However, the connectivity has not been restored and on enquiry on 19th November I was told that I SHOULD RESUBMIT MY DOCUMENTS. When I showed the receipt issued as acknowledgement for having submitted the documents, they checked up with the customer service back office and I was then told that the verification is still not completed and I should wait for another 3 DAYS.
During my wait for more than 30 minutes at the AIRTEL Customer care outlet at Kammanahalli, I found many customers coming with similar complaints as mine, of non restoration of connectivity despite having submitted the required documents.
For some reason Airtel seem to be harassing the Pre-paid customers by deliberately not taking note of the documents submitted to them and disconnecting the mobile services.
The time and effort of the common public cannot be wasted for the inefficiency in processing the documents by Airtel.
