Poor service!

I have been suffering for quite some time with Airtel and the service. My initial complaints were regarding Hutch numbers that for some reasons were always congested and would be rejected from my phone, I never got to hear the dial tone itself. Knowing a little about telephony, this points to a congestion problem on the PSTN or backbone switching network. This got resolved after quite some follow up. Now intermittently I get this for sometimes outstation numbers (STD call) and others at sporadic times.

Obviously I'm guessing that any switching network will have capabilities to check number of calls dropped due to congestion. What really sucks is that customer care has NO OPTION for service related queries, I have not been able to find any such option in 121. I'm at a loss at figuring out how to report this problem.

What is frightening with this issue is that if I have an emergency in my own home, I really don't know how long it may take before I get through to other people. And emergencies is one of the primary reasons I got a cell phone in the first place.
