Airtel prepaid tamilnadu
Echarged, but not activated

My daughters tamil nadu airtel number 9894683807. it was recharged on 29 January using citibank online banking for Rs 50. The service in the mobile handset says "Emergency Only". We are not even able to contact the customer service using this. Please let us know what this Emergency Only means and ways to get out of this mess.
