SIM card blocked for 7 days but still no progress

I have bought a new Reliance GSM sim and had submit the documents the very same day but still after 5-6 days my sim card was being blocked by reliance due to non-submittance of the documents. I went to the telecom shop from where i bought the sim card and enquired, they didnt have any idea bt still they said it would start the next day. Till that day (7 days back) I have been going there daily and getting the same response that the sim will get started the next day and so did happen today also. when I contacted customer care I am getting the same repeated answer that they havent recieved my documents yet. I have recharged with Rs.599 also the same day I bought the sim and its all getting wasted as 1 whole week the sim card was blocked. When I told the telecom shopkeeper that I am going to lodge a complaint against them they were least bothered and said if tomorrow it doesnt get started they'll give me another sim card but what about my Rs 599 scheme, is it all wasted? and the Reliance company didnt have any provision of lodging complaints against such issues. My issue is 1) If the company doesnt have any responsibility for such things why do they allow them to sell their SIM cards in the first place? 2) Will i get my money back if the issue is not settled coz I already have lost 1 week and I am a student and cant afford such carelessness regarding money. Please help me out.
