Inability of berth against cnfirmed reservation

I had resevation in W/L against PNR no.2636542536. After chart prepare my one berth confirmed. It was in coach no. C-1, 11 but i did not get my berth due to refuse by TTE. He told that it is already reserved according to my chart.

so iwant to claim for the same.
