Misleading Information Spoiling Trip

I went for a Honey Moon tour with M/s Gem in Nov. We had booked for Jain Meals and pd for all sightseeing and travelling here itself. However they failed to deliver at most ocassions. I have been following up for Four months but the owner is not responding to refund as assured subsequently and the amount offered is also very meagre

please guide how to proceed
