Issue of bus tickets

Dear sir,
I was travelling on a bus going from Villivakkam to Broadway on 24 Nov.2009. I am a senior citizen but I found it very difficult to buy a ticket in the crowded bus. The bus conductor remained seated in his place without moving around to sell tickets. If we do not have tickets we will be fined Rs 500. In such a situation not having the ticket is not the fault of the bona fide passenger but that of the conductor. Hence it is unfair and unjust to fine passengers if conductors just remain in their seat and make no effort to go round and sell tickets to genuine passengers. If the passengers are to be fined then such a conductor also must pay part of the fine.
