Charging Fee for Visit on complaint

My BIG TV code 20055854766, the connection was lost due to rains. when lodged a complaint, Customer service insisted to recharge the account with Rs.175/- just for paying a visit. but as per the service conditions, if any damage happens then the customer is liable to pay for the damages but here is a case where there is satellite connection loss due to heavy rains, it only needs to correct the certain wave lenght/ frequency or direction & there is no damage in any of the instruments. even if any damage occurs we are ready to pay for the damages. but for just to check the frequency & connect to satellite link whether payment of fee is required/warranted..?

please redress my grievance
