Unfair Down grade charges Charged

I am Dish Tv Subscriber of VC # 01501817926. Dish TV is charging down grade package charges of Rs.40 every time a customer switches over to a lesser value package. It is ok if a customer is charged one time charges if he opts for a lesser value package. But they are charging it every time when a customer opts for a lesser value package. This is totally unfair. Secondly, when we make internet payment for dish tv, it does not show that we will charged Rs.40 when we opt for different lesser value package and there is no alert showing that the amount what we pay is for 20 or 25 days only instead of usual one month (since Rs.40 is levied as penal charges). Only after making payment, a customer is known that he is levied penal charges each and every time. And one more issue is Dish TV keeps changing package names best known to them every 6 months and a customer is confused of knowing names of packages. This should be regulated and Customers should be safe guarded against these unfair charges.
