Regarding the deposit for the cable

Dear team mebers,

I'm gopinath from gobichettipalayam. Around my place, the government cable operators asking non refundable deposit from 150rs to 600rs depends upon the place for the cable connection. If we ask regarding this means they are telling like " this is government rules, if you not pay advance means we can't bring connection for you". But i searched all websites regarding the deposit and i didn't get that government never ask deposit to the people. Then why they are asking deposit to the people

What should i do now sir???
