Extremely Poor Customer Service

I have a Tata Sky Multi - Room connection for the past 3 years. For the past 30 days, the MDU connection has been acting up and saying it is unable to receive signal. Despite several calls to the Delhi Customer Service, there has been no respite.
Funny thing is each time I call back the date of engineer visit has changed and when the said date elapses with no visit, I call back the helpline to find that the complaint has been closed "as engineer has visited premises"!! Not once has an engineer come in all this time.
If you ask for a Supervisor, you are put on a long hold and then the call is disconnected!
The SMS they send giving a date of visit and a contact nmb has a number that neither gets answered, nor is the call centre aware of this number.
One executive actually expected me to go and check with other Tata Sky users if they too are experiencing such issues!
In this day & age they actually expect to survive in such a competitive market with such apalling customer service!
How does one resolve this... I feel like taking them to court and suing them for mental harassment! Can anyone advise?
