Customer care: No Technical support after request for 4 weeks

Hi sir,
4 weeks before I gave a complaint to AIRTEL digital tv customercare to add 2 channels (DD Malayalam & Jeevan TV which should get freely for me). When I contacted, they told me that "You will get it freely. To make it, we have to change the Dish position to new direction. We will do it maximum by 5 days"
But, after a week, I didnt get any calls from them.. I called back again, and they agreed to resolve in 24 hours. Now, its 3 weeks after my last call.. still I didnt get any calls.
What can I do? where can I give a proper complaint? Please suggest.. I want let them know why they should be responsible to customers..
