Got Cheated from Airtel Digital TV Service

Today I have reacherged my Airtel Digital TV with the amount Rs.100 [Transactio ID :12584032 A/C No- 03005464776]. Earlier I was getting an error message that your account is suspended due to negetive balance. I was waiting for more than 1 hour with STB on and sent 15 SMS to activate. Later on I talked with Customer Care and they said as you have less than Rs.100 balance we can't activate your account. You should have minimum Rs.100 balance. But I can assure you that this policy has not written or mentioned anywhere through which customer can know about it. Their final threat is if you are not recharging again we can't activate. Do whatever you can. Please can someone help me to move out from this situation. Thanks in advance.
