Pathetic customer care, Not refunded money

I have booked a new Airtel HD connection on 11th-Sep by paying 2690/- through IVR. I used HDFC credit card for that transaction. While paying money I was told, I will get the full refund of money if not installed successfully. Unfortunately, because of some technical issues, airtel guys failed to install DTH and I was told, It is not possible to install Airtel DTH to my TV.This happened on 12th-Sep. From 13th of September, I have been calling these customer care guys and asked the money refund. Till today I didn't get any proper response. I have escalated this issue many times to floor supervisers Lokesh, Anila and Manoj Patel. I even spoke with regional manager (Sarman) who told me that, He only takes care of sales not these kind of issues. No one give me the proper response and every time I was asked to wait random number of days (2, 3, 7) days. Every time they will keep me on hold long times and disconnect the calls. I really vexed with these guys..
Can anybody resolve this issue?
