Paid amount but no installation

Hi,
I requested for new connection from customer care, and also paid the amout through mobile banking by credit card (IVR). My transation id is 14727278. At that time customer care executive told me, I will get the customer id and installation within 48 hours. Now its more than 3 days, but yet neither I received any SMS from installation department nor any phone. And also there is no direct contact point to talk to installation department. I calles customer care executive more than 10 time. Each time every executive telling that " we are forwarding your request to installation department they will contact you in one to two hours". But its not going to happen. No one will call. And all customer executive are dumb. I dont know on which basis they got job there. They dont have any sense to understand the customer problem.
Exepecting some kind of action.
