Deduction of amount from an unragistered mob No

Dear sir i am facing a problem since Nov that amount from my DTH account is deducted automatically and i also complaint several time to customer care and senior supervisors. He responded that the amount deducted due to subscription of top up added by an unregistered mob No. Than i requested to change my customer ID he assured me several times but till now it is not changed. I am facing same problems regularly and no one solve my problem.
