Not receiving clls and answering calls

I subodh fulfagar have lodge complaint to dish tv 23 nov 11 for repairing set top box. they send technicion from manik network on 23 nov . he replaced the set topbox (stb) toldus set top box will be paired with vc card in 2 hours . he took rs 576 for changing stb receipt no is 1323... the set top box is still not paired with vc card and now when i am calling him he is not receiving my call... and if he receives my call from number he is not answering me properly. my vc no is 01505328288 and new stb no is 06G7ABF46SM07249...
