Pet dogs haressed by owne

I am doing complaint against my neighbour who are living in H.No.693, Faridabad (HR), has a pet black labra-door dog. They don't care of it, i don't know why? but it is mostly wondering and barking till 2-3 hours morning, day or late night there where or on the teric (on roof), or puri family agar bahar chali jati he to dog bhukha pyasa gumta rehta he or shoor machata he or us ki awaaz kafi ghanto tak sunai deti he. Please uski help kijiye or us ghar se le jaiye, agar wo care nahi kar sakte to use paalte kyu he, last winte me dog bechara without jaket ke roof par ghumta rehta tha or shout bhi karta tha and summers me bhi bechara
