Neighbourhood pet dogs defaecating infront of the house

I stay at 150, Surve Nagar Nagpur. There's this family beside our house who own a dog and make him defaecate infront our House main gate. Dey do this very early in the morning so that we can't catch them. They do it on purpose. We have got confirmation from other neighbours that the culprits are these people only. What are the methods to complain against such people? Also how to and where to approach for complaining and what kind of Proof will be required to prove them guilty so they are properly dealt with. Any information will be valuable. Thanking in anticipation.
