Please help this Monkey

I live in Khar (e), jawahar nager, new Ambewadi, mumbai-400055.

In my residence there is family who have a Monkey I have no idea weather they just caught him or purchased him but they are ill treating he is tied 24hrs on same place the monkey has started attacking the people crossing there by but no body seemed to care. I can't even imagine how one would feel if caught on same place for so many months. I have made my complaints with police and NGOs but they seem to have no interest in helping the poor Animal
