Non payment of cash withdrawn from atm card

My bob atm card no. is 4029 8502 2439 2420 on 6/07 when i was using this atm cum debit card from other bank atm (sbi- lal darvaja-ahmedabad) at 10.30 around. there were rs.4000 cash withdrawn & process completed & amount of Rs.4000 debited in my account and suddenly electricity power goes off. so my process was half.

now i have complaind in written to bob- bhadra branch ahmedabad. they told me that your account will be credited within 60 days. when sbi bank told that rbi rules is that we have to given credit of rs within 5 working days.

when my money will be come back with me due to power mistake i have to suffer more.
