Unable to send message

I am having bsnl phone no 9404055028 now i am in rajasthan and i dont knw what kind of blunders hey go on making always

this time when i am out of state in rajasthan i am not able to send messages as well i had made a recharge of 150 but the service related to mentioned recharge has not been activated

customer care no of maharashtra is always like there nis no other network provider there service is just wastage of peoples money
