Cash not dispend from atm machine

Sir,

I have a saving account in P.N.B. i withdraw rs. 15000/- from a ATM in delhi on 10.07.2011at 10.00a.m but cash not dispend and a problem occur time error occur.

i complaint to home branch they said in 7 days money back but in last weak branch manager said money not refund do as you want to do.

sir please help me for such problem i am a hand to mouth person i complaint to bank complaint department but no result come.
