Fraud at ATM machine, CITI Bank Connought place

On 22 of July I have tried to withdraw the amount of 10000 INR with a

Danish Visa Card from the Citibank ATM machine at Connaught Place/Delhi. I

entered my pin number, the slot opened to deliver the money just when the

screen turned black the machine went off, and no money was delivered. The

emergency phone numbers were not helpful, as they told me they cannot help me

with a foreign card, but the security guard signed a paper stating that I did

not get the money. Checking my account back home the amount of 1740 DKK had

been withdrawn from my account, and after a month (and even now, 4 months

later) it had not been reimbursed. I immediately reported this incident to my

bank who contacted the Citibank in Delhi which apparently replied that no

irregularities occurred on that day. It seems that my bank cannot do anything

more and so I seem to be stuck.

This is outrageous, there seem to be a number of corrupt and greedy officers at

Citibank Connaught place, apparently able to exactly time when to switch off

the ATM and take out the money from a different, uncontrolled channel.

Is there a way to get my money back and to stop Citibank staff from their

organised robberies?
