Refusal to block transaction of Credit Card

HI,

My credit card number 5520939046540026 was misused by some unknown person on 18/03/10 and 2 transactions of Rs 9999 /- each (total of Rs 19998/-) were made on the name of "OXIGEN INFOVISION".

I noticed it immediately (by SMS from Citibank) and informed the bank to block these two transactions for this particular merchant. The customer care executive refused to do so and asked me to wait for 3 days until the amount gets billed to my account then only they will start their investigation.

If they would have helped me and start the investigation early, it would have saved my Rs 19998 /-.

Also why a delay of 3 days is needed and why cant these particular transactions be barred?

Please help.
