Not getting refund from ipo applied

i applied for coal india share for Rs.98000 wide application no 23691603

From coal india site i came to know that they have not issued any shares and amount refunded to me by speed post no EM618266932IN

I contacted speep post dept on telephone no 18002337999 they replied coal india has given speed post no by their own actual refundstill lies with them

till 19/11 i am no getting any reply from coal india nor from linktime services

I sent two mail to them but not getting any reply

i request you to hepl me in getting my refund
