Non receipt of Fixed Deposit and Redmption of Debentures

I had invested Rs 27, 000 on account of 3 years' Fixed Deposit and Rs 3, 750 as Debenture for 3 years for a redemption value of Rs 5000 at the end of 3 years. Complaints have been lodged and raised at various Offices inclusding RBI and SEBI but with no results. The claims are due more than 12 years. From internal sources, Mr, Parekh, the CMD of Enarai Finance, is on a hideout in Mumbai and no arrest including his attachment of property has been made to liquidate all the customers; obligations. Can your Authority do something great and help to recover my hard earned dues misappropriated by the Company?
