Express IT Courier

Hi,
One courier got dispatched on my name through Express IT Courier on 14th Oct. But already 13 days gone, but I am uable to receive the document.
When contacted with the bank, they are saying they have already displatched it and providing the AWB number.
When contacted with the concern courier barnch which is at Miyapur (Hyderabad), they are saying thet thay have already received the document, but since the person is not available they are not able to deliver the item.
My concern is why I'll suffer if they do not have the person. They have to delivery it at any cost.
Is this the way the courier department should work?
