Not refunding the excess debited cash

i took a loan in fullerton india for the value of 1 lakh on December for which i got 92k in hand, as they deducted a huge amount of procession fees and insurance. after 20 emi i closed the loan on 22nd july for the amount of 57785/- while foreclosing the loan when i negoiatied for some interest waiver they told that it is not possible, and i paid the amount, after the foreclousre also they passed the next emi. when i asked about this they said that they ll refund the amount on 25th of august but till date they tell that the loan account was not closed. when i asked the customer care they asked me to call the branch and if call the branch they ask to call the customer care.
