Error in ATM terminal Money not withdrawn

I am a customer of State Bank of India. I tried to withdraw an amount of Rs.15, 000/- from my S/B Account through ATM belongs to SBI at SBI, Secretariat Branch, Imphal. The machine took a lot of time for processing and then it failed to deliver the money. I din't hear any sound of money counting also. And also not come out the transaction slip. Then while seeing the balance it was noticed that Rs.15, 000/- was debited from my account. It shows in the account statement that 'ATM WDL-ATM 6804 IMPHAL SECRETARIAT ONS IMPHAL IN&-#039; . I contacted the ATM astt.manager accordingly and she replied that the amount has been debited and no excess money in the terminal. Is it possible without delivery cash?
