Bank had send debit card without i have given request

Sir I am Customer of HDFC Bank since last 1-3 years. Sir I had debit/atm card which is working. I had not given any request to bank for new atm/debit card but bank had send me new atm/debit card. and charged Rs.250/- for that on 10-12. On 12-12 i check my balance on that day the balance was Rs. 9731.67 and give cheque of Rs. 9731.67. but bank has charge me Rs. 25.75/- education/cess feess on 13-12 for above atm/debit card. no intimation or sms was send to me for above fees. The cheque was bounce because only rs 25.75 was less in my account. The HDFC BANK had charge Rs.350/- SBI Bank had Charge Rs.100/-. In this case what is my mistake. Rs.250 25.75 350 100=725.75 was debited by bank. I am asking at branch they always say call to phone banking. when i call to phone banking they says contact to bank. so what should i do.
