Deduction from Saving Account all though Quarterly balance not "0"

I just want to know is there any RBI guide line for the same or is there any approval from RBI regarding maintaining of 10K quarterly, this is just for my reference and knowledge so i can easily proceed for further plan and action for the same.

I want to know RBI rules and guide lines in following matter - clarification

Then it should be consider as Fixed deposit we have to consider Rs 10K as deposit if we have 10K 1 rs then we should consider 1 Rs is our balance and if we go beyond it then it will be consider as

Is there any norms or regulation for deduction?
